This week, India saw the opening of a much needed water-treatment center, which is powered by solar energy- the first of its kind in its capital city. But just as startling is that the plant is being run by a group of local high school students, Clean Technica reports.
The $45,000 plant was built as part of a project between the Indian government and an organization known as SANA (Social Awareness, Newer Alternatives). Turning waste water into drinkable water is done with the help of solar panels that power the treatment equipment. The final product meets the potable water standards of the World Health Organization, according to Grist.com.
Though the plant was constructed by engineers, its operations were turned over to SANA-trained high school students, who will be responsible for treating 5,000 liters of waste water every day. They're expected to have the capacity to provide potable water to roughly 750 kids, who occupy the surrounding impoverished area.

Clean Technica says the purification station will not only provide drinking water to families in need, but will accomplish that while offsetting carbon emissions; the water would have otherwise been treated by boiling it using fossil fuels like charcoal.
Ramifications for plants like this are significant and can serve as a model for other countries. The operation not only repurposes a waste material, but it does so using sustainable energy. And, if it expands to other areas, is a potential job-creator for residents of the developing country. At least in New Delhi's case, it's serving as an opportunity for high school students to make significant contributions to their immediate environment.
According to?The Economic Times, sustainable methods of water treatment are crucial for India especially as clean water is already at a premium, and the need for it is expected to more than double by 2050.

UNITED NATIONS (AP) ? Former victims include Bill Gates, Mick Jagger, Britney Spears and Sarah Palin.
This week, U.N. Secretary-General Ban Ki-moon joined the ranks of those pranked by a Quebec radio station, his office confirmed Thursday.
Montreal comedy duo Marc-Antoine Audette and Sebastien Trudel called Ban on Wednesday afternoon and pretended to be Canadian Prime Minister Stephen Harper.
"He quickly realized it was a prank ... and he took it as it was intended: as a joke," said Eri Kaneko, associate spokeswoman for Ban's office.
Known as the Masked Avengers, the two are notorious for prank calls to celebrities and heads of state. The duo said in a news release that the world's top diplomat was rushed out of an important meeting to speak to them. Quebec City radio station CKOI played excerpts of the prank Thursday, and was planning on broadcasting the entire call Friday.
During the call, Ban appears to become suspicious when fake Harper complains he was too busy combing his hair with crazy glue to attend this week's ministerial meeting of the U.N. General Assembly ? a clear dig at the Canadian prime minister's immaculate hairdo.
"Excuse me, am I speaking with Prime Minister Harper right now?" Ban is quoted as saying.
Fake Harper begins the call in French by explaining why he sent his "lap dog," Foreign Minister John Baird to New York in his place.
Audette said he was surprised by how quickly they got to Ban after talking to about half a dozen people on the phone.
"We thought it would take us a few days to get the secretary-general on the phone," he said. Audette played Harper, while Trudel acted as his aide.
The joke on Ban came during his busiest week of the year, when leaders from all over the world converge to headquarters in New York.
"Perhaps this was not the best use of his time," Kaneko said. "In the future, we will be listening extra hard for poor French accents for any calls coming from Canada."
Nevertheless, Ban was a good sport, the prankster said.
"He was very cool about it, even laughed," Audette said. "He's very likeable."
"Well played," Harper's spokesman tweeted about the prank.

WESTMINSTER (CBSLA.com)?? Two married schoolteachers are expected to be sentenced Thursday to probation, counseling and community service after pleading guilty to having separate and combined sexual relationships with a 17-year-old male high school student.
Daniel Alma Shepard, 63, of Huntington Beach, and his wife, Gay Davidson-Shepard, 60, each pleaded guilty to several felony and misdemeanor charges of unlawful sex, sodomy and oral copulation with a minor.
Both are expected to be sentenced to the court offer of three years of formal probation, counseling and 60 days of community service. Shepard was sentenced previously to two years of prison and Davidson-Shepard to four years in prison, but those sentences have been stayed pending completion of probation.
Prosecutors intend to object to the sentence at the sentencing hearing.
Daniel Shepard met the victim, a Westminster High School student, where he worked as a teacher. He and his wife, who was at the time teaching at Mesa View Middle School in Huntington Beach, ?groomed? John Doe in March 2009 by regularly inviting him to their Huntington Beach home to drink alcohol, eat, play board games and watch movies, according to Orange County District Attorney?s Office officials.
Prosecutors say the couple sexually assaulted John Doe for the first time in April 2009. While the boy was at their home, Davidson-Shepard orally copulated both the boy and her husband after they all spent time in the couple?s hot tub in the nude, officials said.
That episode led to weekly assaults on the victim, who was plied with alcohol, prosecutors said, before the Shepards engaged in mutual masturbation, oral copulation, sexual intercourse and sodomy with him.
The victim told his mother about the sexual assaults in March 2011, at which time she contacted the Westminster Police Department.
The couple was arrested on April 20, 2011. Davids-Shepard was arrested again in October for violating a protective order barring her from contacting the boy by calling and texting him several times, while out of custody on bail.

LAS VEGAS -- A Las Vegas casino took an unusual step Wednesday and offered refunds to gamblers who lost money when the Seattle Seahawks beat the Green Bay Packers on a controversial touchdown at the end of Monday night's game.
Derek Stevens, owner The D Las Vegas, seized on the attention being paid to the much-derided decision by replacement officials handling the NFL game and became the only casino in Las Vegas to offer refunds.
"I know exactly how it would feel if I was laying the number and I saw what happened," Stevens said. He declared himself "disgusted" with the ruling and said he just couldn't accept the outcome.
The Seahawks won 14-12 after a Packers defender and Seahawks receiver fought for the ball on a final "Hail Mary" pass play. Officials missed an offensive pass interference call and then decided there had been simultaneous catch by the two players. Under NFL rules, that gave Seattle the touchdown and the win.
Nevada gambling regulators said Stevens could make refunds if he wanted.
Another Las Vegas sports book operator worried the move set a bad precedent.
"Whenever there are bad calls we're going to start refunding? Based on what?" said Jay Kornegay, race and sports book director at The LVH casino. "We're supposed to pay out winning wagers based on official final scores by the league, in this case the NFL."
Some offshore online betting outlets have also issued refunds.
Stevens, who has been renovating and rebranding the high-rise downtown casino formerly called the Fitzgerald, said D Las Vegas will refund straight and money-line bets made on the Packers until Sunday ? but only on wagers made at his sports book.
State gambling regulations prohibit a sports book from rescinding a wager without prior approval from the Nevada Gaming Commission chairman.
The chairman, Mark Lipparelli, said a refund is different from rescinding a bet. He said that in his four years on the regulatory panel he couldn't remember a similar move.
"It's not a rescission. It's a refund," Lipparelli told The Associated Press. "That's within their discretion."

Ahmed Mohammed Mahmoud Abdallah, also known as Sheikh Abu Islam, is part owner of a private ultra-conservative Islamic TV station known as Al Uma and was participating in demonstrations against a U.S.-made movie denigrating the Prophet Muhammad that swept the Muslim world in the last month.
Egypt?s General Prosecutor accused Abu Islam and his son, the channel's executive director, of insulting religion ??in this case Christianity.?

The case is a rare example of the country?s often-criticized blasphemy laws being used against someone who allegedly insulted a religion that is not Islam. That trial is scheduled to begin September 30.
Another case that has received less attention illustrates the quandary Egyptians find themselves in amid the explosion of protests and expression following the revolution that deposed President Hosni Mubarak in 2011.

As these simultaneous trials show, even sharing an idea is now enough to land you in jail in Egypt. This may seem a contradiction ??given that many Egyptians cite?the explosion of free speech, alongside the right to protest, as a major gain of the revolution.?
So the key question many Egyptians face is: Does more media and the right to protest mean freer speech?
The trials also are the latest examples that the government is taking a zero-tolerance approach to those who would question or criticize religion, let alone mock it and insult it.
Security forces faced violent protests in Egypt and Yemen spurred by angry mobs accusing the U.S. of insulting the prophet Mohammad. NBC's Richard Engel reports.
Traditionally, this has been a one-way street, with most of those being tried cited for insulting Islam, including famed Egyptian icon and actor Adel Imam. Most insults to Christianity in Egypt have gone unpunished from references in media to derogatory and inflammatory comments made publicly.?
The two cases, along with others since the revolution, have really challenged Egyptians definition of free speech and whether the legal system in Egypt is capable of defending the right of people to express themselves freely especially when it comes to the issue of religion.?
Journalist Mona Eltahawy joins from Cairo, Egypt to describe the protests that surged throughout the Middle East, Northern Africa, and the Pacific Rim this week, and what the true source that caused the outbursts of violence.
Perhaps the biggest challenge to come is whether such limitations will be enshrined in the forthcoming constitution.
Many are already ringing the alarm bells that the new constitution may enshrine restrictions on free speech rather protecting it. If so, many Egyptians will undoubtedly feel that perhaps the one gain the revolution produced in the short run was merely an illusion.?
Egypt's new president Mohammed Morsi addressed the United Nations General Assembly and urged an end to the civil war in Syria.

A group of scientists from Brazil and the United Kingdom are taking an unusual tropical field trip: 21 days flying in and out of heavy smoke plumes from wildfires in the Amazon and measuring everything they can, from the size of cloud droplets to the thickness of the aerosol column up to the stratosphere.
The goal is to understand how burning biomass in South America is affecting the local weather and air quality, and to close crucial gaps in climate models about how the process changes Earth?s radiation balance.
The SAMBBA (South American Biomass Burning Analysis) mission uses a four-engine jet airplane carrying a suite of instruments that can take measurements up to 12 kilometers above the canopy. Previous airborne campaigns used smaller planes and flew at much lower altitudes, so were unable to observe some crucial physical processes. ?The Amazon is dominated by high-altitude convection clouds. If we don?t understand how they process energy and how fires interfere with them, we can?t make good weather predictions,? says Paulo Artaxo, a physicist and climate scientist at the University of S?o Paulo in Brazil, one of the scientists leading SAMBBA along with researchers from Britain?s Met Office, Brazil's National Institute for Space Research (INPE), the UK's Natural Environment Research Council and several British universities.
One of the instruments on board is a LiDAR, a laser that measures how much light is being blocked by aerosol particles from smoke at various altitudes. That local ?dimming? of the atmosphere hampers photosynthesis, sometimes dramatically: local-scale measurements have shown decreases in plant productivity of around 30%. ?We want to have an estimate for the whole Amazon?, says Artaxo.
More importantly, aerosols may actually produce cooling at the surface as well as warming at mid altitudes, says Karla Longo, a senior scientist at INPE and one of the 40 SAMBBA field researchers. Current models cannot account for such complex interactions, and therefore can?t accurately predict how increasing carbon dioxide concentrations and burning biomass will affect the radiation balance of the world?s largest tropical forest. ?The very direction of the error signal in our models, whether it is towards warming or cooling, is hard to predict,? says Longo.
Ben Johnson, a member of the team from the Met Office, says that information on those aerosols is also important for improving global weather forecasts. ?This is the first time we have measured biomass burning emissions from tropical forest with such comprehensive instrumentation.?
But SAMBBA will provide local benefits, too says Johnson. It is measuring substances that affect air quality in Amazonian cities, such as nitrogen oxides and other compounds that react to form polluting ozone at low altitudes. And ozone concentrations are known to be higher in the Amazon during the burning season than in the heavily polluted S?o Paulo metropolitan area. INPE has developed air-quality models that account for ozone and for particulate matter, but ozone-forming substances have never been measured before across the whole Amazon. One such compound, peroxyacetyl nitrate, was found in surprisingly high concentrations during SAMBBA?s first flights over Acre, in the Western Amazon. That kind of information will help to improve air-quality forecasting. ?That result alone is worth the experiment,? says Artaxo.

TBILISI (Reuters) - Voters in Georgia face a stark choice between "good and evil" in parliamentary elections on October 1, said opposition leader Bidzina Ivanishvili on Saturday, following days of protests over state prison brutality that have left the ruling party reeling.
"We should make a choice between good and evil on October 1," Bidzina Ivanishvili, told a crowd in Zugdidi in western Georgia.
"We promise to come to power and to restore justice," said the billionaire leader of the "Georgian Dream" opposition coalition.
Thousands of people gathered at Zugdidi's central square to show their support for the opposition, which poses a serious challenge to President Mikheil Saakashvili's United National Movement party's chances of winning the upcoming vote.
Protests were sparked in Georgia this week after footage showing the torture and rape of inmates in the capital's main prison was aired by two television channels supportive of the opposition.
Hours after the release of the prison video, Saakashvili promised to punish those responsible and seek radical reforms of the jail system, asking policemen to take over prison guard duties while reforms were being worked out.
The country's interior minister tendered his resignation over the scandal and the prisons minister also stepped down.
IMPACT
Surveys conducted before the scandal erupted showed Saakashvili's party some 20 points ahead of Georgian Dream, a platform set up by Ivanishvili.
Saakashvili's government says the video, which shows guards beating, punching and humiliating prisoners, as well as inmates being raped with objects, was recorded by guards who were bribed by "politically motivated persons".
The head of the Tbilisi prison, his two deputies and several prison guards were arrested, while international organizations and human rights groups called for a prompt investigation.
Ivanishvili, his fortune estimated by Forbes magazine at $6.4 billion, owns one of the broadcasters that showed the film.
A once-reclusive tycoon whose wealth equals nearly half Georgia's economic output, Ivanishvili launched his political movement last year and has campaigned on calls for Saakashvili to resign.
Saakashvili became the West's political darling when he rose to power after the bloodless "Rose Revolution" that toppled Eduard Shevardnadze, a former Soviet foreign minister, in 2003.
But opponents have accused him of curbing political freedoms and criticized him for leading Georgia - a country of 4.7 million people on a transit route for oil and gas supplies across the volatile Caucasus region - into a brief but disastrous war with Russia in August 2008.

PHILIPSBURG, St. Maarten ? St. Maarten police on Sunday arrested a suspect in the slayings of a South Carolina couple whose slashed bodies were found in their beachfront condominium on the tiny Dutch Caribbean territory.
Police spokesman Ricardo Henson said the male suspect was arrested before dawn Sunday and has not been charged yet.
Citing the territory's privacy rules, Henson declined to give further details about the suspect, saying police will issue a statement "as soon as more information can be divulged."
The bodies of Michael and Thelma King were found Friday in their condominium at the Ocean Club Resort on St. Maarten, a 16-square-mile territory with about 50,000 inhabitants that shares a small island with the French dependency of St. Martin.
Chief Prosecutor Hans Mos said both Americans appeared to have suffered fatal stab wounds. The woman was found tied to a chair, and the man was lying on the floor, partially over an overturned chair. Both were in their 50s.
Autopsies were expected to be conducted Monday, according to Mos. Relatives of the slain couple have arrived in the territory.
Friends say the Kings were part-time residents of St. Maarten and owned several homes. They also owned a condominium in Mount Pleasant, South Carolina.
Terry Tamblyn, a resident of South Carolina's coastal city of Isle of Palms, told The Post and Courier newspaper that King was a retired insurance executive who later started a successful printing business that he sold. He said King also owned a couple of restaurants on St. Maarten.
Local restaurant owner Topper Daboul has told The Associated Press that he and Michael King were building a rum factory together on the territory.
Daboul said he last saw King on Wednesday afternoon and "some other friends had drinks with them that night." He said he wasn't able to reach the Kings on the phone Thursday so he drove to their house the next day and banged on the door. He said he asked a person on the premises to climb over a fence to see if anyone was in the house. Daboul said the person reported a lifeless man leaning over a chair inside the house.
Shortly after the slayings were announced, the St. Maarten government said "every government resource is being brought into play to investigate and solve this case." Prime Minister Sarah Wescot-Williams said she was "shocked" by the murders.
Police said roughly 25 officers were part of the investigative team.
The St. Maarten Hospitality & Trade Association said it's outraged by the murders, which "pains everyone in the community deeply."

TxtE, a cytochrome P450 enzyme, is the first example of an enzyme that has specifically evolved to catalyse an aromatic nitration reaction. It does this by using the gases nitrogen monoxide, generated from the amino acid arginine by the nitric oxide synthase partner enzyme txtD, and dioxygen.
These results may eventually find application in industrial chemistry, where the highly corrosive chemicals nitric acid and sulphuric acid are currently used to carry out aromatic nitration reactions.
Engineering of the TxtE enzyme may allow it to be developed as a nitration biocatalyst for the production of industrial chemicals without the need to use nitric acid.
Professor Greg Challis of the Department of Chemistry at the University of Warwick, who led the project, said: "Nitration reactions are very important commercially, for example to make explosives and nitroaromatic compounds that are key building blocks for industrial chemistry.
"Such reactions are currently performed using highly corrosive chemicals like nitric acid, which is difficult to handle and is environmentally unfriendly.

WASHINGTON (Reuters) - The last few weeks have been ugly for Republican presidential contender Mitt Romney.
A flat Republican convention, a fumbled response to unrest in the Middle East, reports of discord within his campaign and a secretly taped video of Romney deriding 47 percent of U.S. voters have left his team reeling - and has many Republicans fearing doom in the November 6 election.

Democratic President Barack Obama has opened a slight lead over Romney in national polls, and new surveys indicate that Obama has a significant edge where it matters most: in Ohio, Virginia and Florida, the most coveted of nine politically divided "swing" states that are crucial to cobbling together the 270 electoral votes needed to win the White House.
So, seven weeks before the election, is it already over for Mitt Romney?
Not yet. Despite the serial gaffes and the many questions about his campaign, Romney remains within striking range of the president.
The former Massachusetts governor still has time to change the trajectory of the race - even though he has not shown an ability to do so for the past several months, as he has cast Obama as a failure in overseeing a struggling economy.
There are three presidential debates in October, and Romney - who during the past month lightened his campaign schedule in favor of debate practices - clearly is pointing toward the showdowns with Obama as a chance to show Americans he is a better bet to turn things around.
Obama remains vulnerable thanks to a stubbornly high 8.1 percent unemployment rate, tepid economic growth and big majorities of voters who believe the United States is on the wrong track.
"Romney just came out of one of the worst months in presidential politics in recent memory, and he's hanging right in there," Republican strategist Rich Galen said. "If I was one of Obama's guys in Chicago, I'd be thinking: 'What does it take to get rid of this guy?' He won't go away."
Romney still faces huge challenges.
Surveys indicate most Americans see Obama as relating to their concerns better than Romney, a former private equity executive with an estimated fortune of up to $250 million.
A Republican convention dedicated to humanizing Romney appeared to have no lasting impact on voters. The video of Romney denigrating Obama's supporters as not paying income taxes and living off government handouts reinforced Democrats' message that Romney is an out-of-touch rich guy.
ROMNEY MUST SOFTEN IMAGE
To have any hope of beating Obama, Romney must project a warmer image, analysts say.
Romney appeared to be trying to do that late on Wednesday in Florida, where he softened his tone on Obama's healthcare overhaul and on illegal immigration, and told Univision that "this is a campaign about the 100 percent."
The comments came as his campaign opened a new assault on Obama that aimed to cast the president as wanting to redistribute wealth from rich Americans to the less fortunate.
"The question for Romney is whether he can do what he so far has not been able to do, which is turn around his personal image and make people more comfortable with him," said pollster Andrew Kohut of the Pew Research Center.
A Reuters/Ipsos poll this week found more than 40 percent of voters viewed Romney less favorably after seeing the "47 percent" video. A USA Today/Gallup poll found the video made almost one-third of independents less likely to vote for him.
"Romney's likability is still not great. People don't see him as credible, he's not seen as empathetic," Kohut said. "He's got to find a way to overcome all those things."
As his campaign has struggled, there has been no shortage of advice from prominent Republicans, many of whom have urged him to be tougher on Obama and more specific on his plans.
In a Wall Street Journal column on Thursday, Republican strategist Karl Rove wrote that "Romney has had a bad week but he can recover - if he tells voters more clearly what he would do as president."
A gaffe-free closing stretch from the sometimes awkward Romney is another key. "I think it would really help if he stops making mistakes," Galen said.
The stakes will be enormous at the first presidential debate on October 3 in Denver. It will focus on the economy and set the narrative for the final month of the campaign.
"Romney will have his best chance to paint a vivid and compelling picture of a brighter economic future," Republican pollster Whit Ayres said.
The Real Clear Politics average of national polls put Obama ahead by 3.1 percentage points on Thursday, with the Rasmussen daily tracking poll showing Obama with a 2-point lead and Gallup showing a dead-even race.
Other polls this week showed Obama with a larger lead, and in some cases crossing the 50 percent benchmark in support.
The Reuters/Ipsos daily tracking poll on Thursday had Obama leading 48 percent to 43 percent. A Pew poll gave Obama an 8-point edge, 51 percent to 43 percent, and an NBC/Wall Street Journal poll had Obama leading by 50 percent to 45 percent.
Obama also leads in eight of the nine most competitive toss-up states, giving him more options as he tries to piece together 270 electoral votes. Obama could survive a loss in Ohio or Florida - or even both - but losses in either state would be crippling to Romney.
"The lead Obama has in these critical states is far from insurmountable. They are in single digits," said Lee Miringoff, director of the Marist College poll. "If the national dialogue were to shift two or three points, those battleground states would get close in a hurry."
A PUSH IN 'SWING' STATES
The leader in the presidential race in mid-September typically holds on to win. But recent contests also have shown the race can shift dramatically in the last two months.
On September 20, 2004, the Real Clear Politics average of national polls gave President George W. Bush an average 5.7- percentage-point lead over Democrat John Kerry. He eventually beat Kerry by only 1.5 points.
The Romney campaign has cited the 1980 race as a model, when Republican Ronald Reagan trailed Democratic President Jimmy Carter for much of the autumn in the Gallup poll but blew open the race late after a strong performance in their only debate.
But recent polls show no signs of improvement for Romney on some key indicators. The Pew poll found Obama was seen by a 3-to-1 ratio as the candidate who connects best with Americans.
Romney's lead on handling the economy, the biggest issue in the election, also has faded, with the NBC/Wall Street Journal poll showing Romney and Obama tied on the issue. Pew and Gallup polls also found Democratic enthusiasm had jumped since Obama's nominating convention.
Republicans in "swing" states said, however, they were encouraged by the Romney campaign's voter-turnout efforts, designed to counter Obama's vaunted organization.
Fergus Cullen, a former state Republican chairman in New Hampshire, said Romney's campaign there was more organized than Republican John McCain's effort in 2008.
"With McCain in 2008, we could feel it slipping away by late September," Cullen said. "I don't feel that at all this time."
Ayres said that Romney "is in every bit as strong a position to win the presidency today as he was in June or July or August. Is he ahead? No. Is he close against an incumbent president? Most definitely. Does he have the potential to win? Without question."
